Samsung Partners With OpenAI to Build Global AI Infrastructure Under ‘Stargate Project’

Samsung has signed a Letter of Intent (LOI) with OpenAI to collaborate on the construction of next-generation global AI infrastructure, marking a major step in the group’s commitment to artificial intelligence at the corporate level. The partnership centers around OpenAI’s ambitious “Stargate Project” — a massive initiative to develop hyperscale AI data centers and supercomputers.

Group-Wide Collaboration for the Stargate Project

Four Samsung affiliates — Samsung Electronics, Samsung SDS, Samsung C&T, and Samsung Heavy Industries — will participate in the collaboration. The signing ceremony held at Samsung’s headquarters in Seoul was attended by Jun Young-hyun, Vice Chairman of Samsung Electronics; Choi Sung-an, Vice Chairman of Samsung Heavy Industries; Oh Se-chul, President of Samsung C&T; and Lee Joon-hee, President of Samsung SDS.

Under the LOI, Samsung and OpenAI will form a strategic partnership that leverages Samsung’s core competencies across semiconductors, data centers, cloud computing, and marine engineering to advance the development of global AI infrastructure.

Supplying High-Performance Memory for OpenAI

Samsung Electronics will provide high-performance, low-power memory semiconductors for OpenAI’s Stargate data centers. The project, developed in partnership with Oracle, SoftBank, and other global IT leaders, aims to build a new generation of ultra-large AI computing facilities.

OpenAI is expected to require up to 900,000 wafers per month of high-performance DRAM for the project — more than double the current global HBM production capacity. With expertise spanning memory, logic, and foundry technologies, Samsung is one of the few companies capable of supplying the full semiconductor solution stack needed for such a massive infrastructure.

Samsung SDS to Build and Operate AI Data Centers

Samsung SDS will partner with OpenAI in the design, construction, and operation of AI data centers, as well as in delivering enterprise AI solutions. The company also signed a reseller partnership to provide and support OpenAI’s enterprise services, including ChatGPT Enterprise, making Samsung SDS the first authorized OpenAI enterprise reseller in Korea.

Through this partnership, Samsung SDS will offer consulting, integration, and management services to businesses seeking to adopt OpenAI models into their internal systems.

Floating AI Data Centers With Samsung C&T and Samsung Heavy Industries

Samsung C&T and Samsung Heavy Industries will collaborate with OpenAI on developing floating data centers — offshore facilities that can reduce land constraints, cooling costs, and carbon emissions.

While technically challenging, floating data centers are gaining attention as sustainable alternatives to land-based facilities. Leveraging their engineering and maritime expertise, Samsung C&T and Samsung Heavy Industries plan to co-develop floating energy systems, control centers, and marine-based data infrastructures.

Strengthening Korea’s Position as a Global AI Powerhouse

Samsung stated that its collaboration with OpenAI is part of a broader ambition to position Korea among the world’s top three AI superpowers. The company plans to expand its R&D investments, enhance domestic and overseas manufacturing facilities, and continue recruiting top AI talent globally.

A Samsung spokesperson said:

“By uniting our semiconductor, data, and infrastructure capabilities, we aim to accelerate global AI innovation while contributing to Korea’s rise as a major AI powerhouse.”

Samsung is also reportedly considering expanding the internal adoption of ChatGPT to boost employee productivity and accelerate innovation across its divisions.
